Brussels, June 5, 2018: today the Benelux Business Roundtable (BBR) welcomed CEOs and key policy makers to the Energy Roundtable. The Roundtable – attended by major industrial players from across Benelux and across industrial sectors, academia and knowledge institutions – took place prior to the official celebration of the 60th anniversary of the Benelux Treaty of the Economic Union. The BBR firmly believes that Benelux is ideally placed to provide a scaling effect as an energy hub with considerable socio-economic benefit.
Through the Roundtable, the business leaders of Benelux are urging policy-makers to accelerate collaboration in order that Benelux achieve its potential to become a truly integrated energy hub for Central Western Europe. The energy hub is fundamental for the region as it strives to acquire market-compatible infrastructure investments. It will also have the added benefits of ensuring improved security of supply as well as a substantial reduction in CO2 emissions.
To achieve this goal, Benelux can boast many unique features including: its large network of cities and harbours; its central position in the EU energy grid; and the fact that it is home to global industrial players from various sectors e.g. chemistry, materials, off-shore infrastructures.
The scaling effect that Benelux has to offer as an energy hub is based on three pillars:
- an ambitious integration of the energy market;
- a cross-sector approach – e.g. energy, chemical and materials industry – in the field of energy generation linked to carbon capture and utilisation (CCU);
- its harbours as key energy nodes to bring into the grid the large potential of on-shore and off-shore renewables.
In this context, the BBR urges the Benelux governments to:
- formulate an ambitious and urgent plan to create a truly integrated Benelux energy market The key priorities of this plan are: a common strategy on security of supply; the reduction of CO2 emissions; and greater competitiveness. The plan should consist of a Benelux approach e.g. for reserve capacity, future investments, and the removal of obstacles in Benelux to cross-border energy transport. The Pentalateral Energy Forum, aligning the efforts of Benelux and its neighbouring countries, forms a solid basis. Within this framework, Benelux is the most appropriate level at which to forge the next steps towards further market integration and to intensify the work to set-up a regional operations centre.
- support an integrated Benelux approach and action plan for the potential uses of generated energy linked to CCU (carbon capture and utilisation). This approach needs to be based on an holistic and life-cycle analysis for the entire value chain. Similarly, Benelux needs to act as the frontrunner of a legislative framework for transport infrastructures of energy and energy carriers.
- facilitate collaboration between the Benelux harbours. Common infrastructures and investments that integrate the large potential of off-shore renewable energy into the Benelux energy system.
- stimulate cross-border financing of innovation in high-impact technologies and pilot projects for the energy transition, e.g. new conversion technologies from CO2 to products; advanced drilling techniques enhancing the potential of geothermal energy; advanced control systems for energy storage.
Speaking on this auspicious occasion, the Executive Chairman of the Benelux Business Roundtable, Eric ter Hark, said:

Est-ce que le Benelux relèvera le défi et deviendra le berceau d’un système énergétique Européen?
Bruxelles, le 5 juin 2018 : aujourd’hui le Benelux Business Roundtable (BBR) a reçu les PDG et les principaux décideurs politiques au Roundtable Energétique. Le Roundtable – auquel ont participé les principaux acteurs industriels du Benelux et de différents secteurs industriel, scientifiques et centres de recherche – s’est déroulé le jour de la célébration de la 60ème anniversaire du Traité de l’Union Economique du Benelux. Le BBR est fermement convaincu d’avoir une position excellente pour fournir un effet de taille comme carrefour énergétique avec un avantage socio-économique considérable.
Par le Roundtable, les dirigeants d’entreprises incitent les décideurs politiques d’accélérer la collaboration afin que le Benelux atteigne son potentiel et devienne un vrai carrefour énergétique intégré de l’Europe de l’Ouest Central. Le carrefour énergétique est d’une importance fondamentale pour la région afin d’attirer des investissements d’infrastructure conforme au marché. En plus il y aura des avantages supplémentaires d’améliorer la sécurité de l’approvisionnement et une réduction substantielle des émissions en CO2.
Pour atteindre cet objectif, le Benelux peut se vanter de nombreuses caractéristiques uniques : son réseau étendu de villes et de ports: sa position centrale dans le réseau énergétique de la UE et du fait que le Benelux regroupe les acteurs industriels globaux de différents secteurs par exemple la chimie, les matériaux, et les infrastructures off-shore.
L’effet de taille que le Benelux est capable d’offrir comme carrefour énergétique est fondé sur trois piliers :
- une intégration ambitieuse du marché énergétique;
- une approche intersectorielle – p.ex. l’énergie, l’industrie chimique et des matériaux – dans le domaine de la production d’énergie liée à la capture et l’utilisation du carbone (CUC);
- ses ports comme des nœuds clefs énergétiques afin d’introduire dans le réseau le potentiel énorme des renouvelables du on-shore et off-shore.
C’est dans ce contexte que le BBR incite les gouvernements du Benelux à :
- Formuler un plan ambitieux et urgent de créer un marché énergétique intégré du Benelux.
Les principales priorités de ce plan sont une stratégie commune de la sécurité d’approvisionnement ; la réduction des émissions en CO2; et une plus grande compétitivité. Ce plan devrait consister en une approche-Benelux pour une capacité de réserve ; des investissements futurs et de l’enlèvement des obstacles dans le Benelux pour le transport énergétique transfrontalier. Le Forum Pentalateral en Energie, coordonnant les efforts du Benelux et ses pays voisins, représente une base solide. Dans ce cadre, le Benelux est le niveau plus approprié pour mettre au point les prochaines étapes vers une intégration accrue du marché et pour intensifier le travail de l’établissement d’une centre opérationnelle régionale.
- Supporter une approche intégrée du Benelux et un plan d’action pour l’usage potentiel de la production énergétique liée au capture et l’utilisation de carbone (CUC).
Cette approche doit être basée sur une analyse holistique et du cycle de vie pour toute la chaîne de valeur. De même, le Benelux a besoin de se comporter comme un précurseur du cadre législatif pour les infrastructures de transport d’énergie et des sources d’énergie et pour les carburants renouvelables.
- Faciliter la collaboration entre les ports du Benelux
L’objectif devrait être d’établir des infrastructures et des investissements en commun qui intègrent le potentiel énorme de l’énergie renouvelable du off-shore dans le système énergétique du Benelux.
- Stimuler le financement de l’innovation transfrontalière dans les technologies à impact élevé et des projets pilotes pour la transition énergétique p.ex. de nouvelles technologies de transformation de CO2 en produits; des techniques de forage avancées renforçant le potentiel d’énergie géothermique; des systèmes de contrôle avancés pour le stockage d’énergie.
Intervenant à cette occasion mémorable le Président Exécutif du Roundtable du Benelux, Eric ter Hark, a dit :
“L’ambition réelle du monde des affaires de promouvoir une collaboration substantielle dans le Benelux à travers les secteurs clefs comme l’énergie, l’infrastructure et la numérisation est reflétée par l’affiliation de quelques principales et plus grandes sociétés par PIB, emploi et investissement – dans la région. Cette ambition et cette volonté aideront à libérer tout le potentiel d’une des régions plus dynamiques et prospères dans le monde, apportant d’énormes avantages à ses entreprises et à ses citoyens. Gaat Benelux de uitdaging aan en wordt het de bakermat voor een Europees energiesysteem?
Brussel, 5 juni 2018 – de Benelux Business Roundtable (BBR) verwelkomde vandaag CEO’s en beleidsmakers bij de Energy Roundtable. De Roundtable, bijgewoond door CEO’s van de grootste bedrijven in de Benelux, wetenschappers en kennisinstellingen, vond plaats voorafgaand aan de officiële viering van het 60-jarig bestaan van het Benelux verdrag in het bijzijn van de drie staatshoofden. De BBR is ervan overtuigd dat de Benelux bij uitstek in staat is om schaalvoordeel te bieden als energieknooppunt en daarmee belangrijke sociaal economische voordelen te bereiken.
Tijdens de Roundtable benadrukten de zakelijke leiders van de Benelux de noodzaak voor beleidsmakers om de samenwerking te versnellen en het potentieel van Benelux te benutten als volledig geïntegreerd centraal energieknooppunt voor Midden-West Europa. Het energieknooppunt is fundamenteel voor de regio in het aantrekken van marktconforme investeringen in de infrastructuur. Daarnaast draagt een geïntegreerd energieknooppunt bij aan het verbeteren van de leveringszekerheid en aanzienlijk vermindering van de CO2-uitstoot.
Om dit doel te bereiken kan de Benelux zich verzekerd weten van een aantal unieke kenmerken: het grote netwerk van steden en havens, de centrale positie in het EU-energienetwerk en het feit dat het de thuisbasis is van mondiale industriële spelers uit sectoren, zoals chemie, materialen en offshore infrastructuur.
Het schaaleffect dat de Benelux als energie knooppunt te bieden heeft, is gebaseerd op drie pijlers:
- Een ambitieuze integratie van de energiemarkt;
- Een cross-sectorale aanpak, tussen bijvoorbeeld energie-, chemische en productiesector, op het gebied van opgewekte energie en carbon capture and utilisation (CCU);
- Benelux havens als belangrijkste schakel om het grote potentieel van onshore- en offshore hernieuwbare energiebronnen aan te sluiten op het energienetwerk.
In deze context roept de BBR de Benelux regeringen op:
- Een ambitieus en concreet plan te formuleren voor een echt geïntegreerde Benelux energiemarkt:
De belangrijkste prioriteiten voor het creëren van Benelux marktintegratie zijn: een gemeenschappelijke strategie voor leveringszekerheid; de reductie van CO2-uitstoot; en een groter concurrentievermogen. Het integratieplan zou een Benelux benadering moeten bevatten voor bijvoorbeeld reservecapaciteit, toekomstige investeringen en het wegnemen van belemmeringen voor grensoverschrijdend energietransport. Het Pentalateraal Energieforum, dat de inspanningen van de Benelux en zijn buurlanden op één lijn brengt, vormt hiervoor een solide basis. In dit raamwerk, is de Benelux het meest geschikte niveau om de volgende stappen te zetten richting verdere marktintegratie en de oprichting van een regionaal operationeel centrum.
- Ondersteuning van een Benelux benadering en actieplan inzake het potentieel gebruik van opgewekte energie en carbon capture and utilisation (CCU);
Deze benadering moet worden gebaseerd op een holistische visie en levensloop analyse voor de gehele waardeketen. De Benelux zou zich tegelijkertijd als voorloper moeten manifesteren met de introductie van een innovatief wetgevend kader voor transport en uitwisseling van energie en energiedragers.
- Faciliteren van samenwerking tussen de Benelux havens;
Gemeenschappelijke infrastructuur en investeringen moeten het grote potentieel van offshore hernieuwbare energie integreren in het energiesysteem van de Benelux.
- Stimuleren van grensoverschrijdende financiering van innovatie in hoogwaardige technologieën en proefprojecten voor de energietransitie. Denk hierbij aan het omzetten van CO2 naar producten, geavanceerde boortechnieken die het potentieel van geothermische energie vergroten en geavanceerde controlesystemen voor energieopslag.
Tijdens deze bijzondere gelegenheid zei Eric ter Hark, voorzitter van de Benelux Business Roundtable, het volgende:
“De oprechte en uitgesproken ambitie van het bedrijfsleven om substantiële samenwerking in de Benelux te bevorderen in strategische sectoren zoals energie, infrastructuur en digitalisering, wordt weerspiegeld door het lidmaatschap van enkele van de leidende en grootste bedrijven – naar BBP, werkgelegenheid en investeringen – in de regio. Deze ambitie en drive zullen bijdragen aan het ontsluiten van het volledige potentieel van een van de meest dynamische en welvarende regio’s in de wereld, hetgeen een enorm voordeel zal opleveren voor zowel bedrijven als burgers. De BBR en haar werkgroep Energie zullen een actieve rol spelen bij het verder ontwikkelen en volgen van de hierboven uiteengezette acties en voorstellen. De BBR ziet er naar uit om nauw samen te werken met de Benelux regeringen, de Benelux Unie en de stakeholders uit de industrie.”

Een holistisch benadering gebaseerd op een lange termijn visie zal de stabiliteit brengen die wij nodig hebben en de stimulans brengen voor hoognoodzakelijke grootschalige investeringen. Deze benadering beantwoordt aan de behoeftes van industrie en consumenten en is de beste manier om de mogelijkheden en kansen te benutten om hernieuwbare, betaalbare en dus duurzame energie te leveren aan iedereen in de Benelux en mogelijk de rest van Europa”
